GeoIP2 & GeoLite2 database availability

The GeoIP update program performs automatic updates of GeoIP2 and GeoLite2
binary databases from MaxMind. GeoIP2 databases are provided by MaxMind for a
fee, while the GeoLite2 variants are less accurate versions that are provided
without charge.

While GeoLite2 databases were previously provided by MaxMind freely on the web,
without any account or registration, starting December 30, 2019, an account
with MaxMind is required, alongside the acceptance of an end-user license
agreement. However, both the account itself, and the GeoLite2 databases remain
available free of charge. The reasoning behind this change can be found at:

To receive free GeoLite2 databases, one needs to sign up for a MaxMind account:

  https://www.maxmind.com/en/geolite2/signup

/etc/GeoIP.conf can be then configured with the appropriate AccountID and
LicenseKey.
